Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Wednesday, February 28, 2001, in the Capitol Extension,
Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:10 a.m. The
following business was transacted:
Senator Staples moved adoption of the minutes from the previous
hearings held on February 26, 2001, and February 21, 2001;
without objection, it was so ordered.
Senator Shapiro assumed the chair.
The chair laid out SB206 and recognized the author, Senator
Bivins, to explain the bill. Senator Bivins sent up a committee
substitute; the chair recognized Senator Bivins to explain the
difference between the committee substitute and the bill as
filed. Senator Bivins moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Bivins moved that SB206 do not pass but that
CSSB206 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
record vote of 8 ayes, 0 nay, 0 present not voting, and 1
absent. Senator Bivins moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The chair laid out SB207 and recognized the author, Senator
Bivins, to explain the bill. Senator Bivins sent up a committee
substitute; the chair recognized Senator Bivins to explain the
difference between the committee substitute and the bill as
filed. Senator Bivins moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses

CSSB207 be reported back to the Senate with the recommendation

Bernsen, to explain the bill. Senator Shapiro sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Senator Shapiro moved to withdraw Committee
Amendment 1; without objection, the amendment was withdrawn.

pending; without objection, it was so ordered.

The chair laid out SB467 and recognized the author, Senator
Zaffirini, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Staples sent up Committee Amendment 1 and moved adoption;
without objection, the amendment was adopted. Senator Zaffirini
requested unanimous consent to roll the amendments into a
committee substitute; without objection, it was so ordered.
Senator Zaffirini then moved that the committee substitute be
adopted; without objection, it was so ordered. Senator
Zaffirini moved that SB467 do not pass but that CSSB467 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 9
ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Zaffirini moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.

Upon arrival of a quorum, Senator Van de Putte moved that SB353
be reported back to the Senate with the recommendation that it

At 10:25 a.m. Senator Bivins moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 12:20 p.m. the committee reconvened.

Zaffirini, to explain the bill. Witnesses testifying and

Truan sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted. Senator Truan moved to
withdraw Committee Amendment 1; without objection, the
amendment was withdrawn.Senator Truan moved that SB676 be
reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 9 ayes, 0 nay, 0 present not voting, and 0 absent.

ordered. The bill was brought back up for consideration and
Senator Staples sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted. Senator
Staples requested unanimous consent to roll the amendments into
a committee substitute; without objection, it was so ordered.

moved that SB263 do not pass but that CSSB263 be reported back
to the Senate with the recommendation that it do pass and be

recommendation that it do pass and be printed. The motion
