Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Monday, March 5, 2001, in the Capitol Extension, Room
E1.016, at Austin, Texas.

The chair called the meeting to order at 10:07 a.m. The
following business was transacted:
Senator Zaffirini moved adoption of the minutes from the
previous hearing held on February 28, 2001; without objection,
it was so ordered.
The chair laid out SB127 and recognized the author, Senator
Staples, to explain the bill. Senator Staples sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Witnesses testifying and registering on the bill
are shown on the attached list. Senator Bivins moved that SB127
be left pending; without objection, it was so ordered.
The chair laid out SB490 and recognized Senator Ellis and
Representative Junell to explain the bill. Witnesses testifying
and registering on the bill are shown on the attached list.
Senator Bivins moved that SB490 be left pending; without
objection, it was so ordered.
The chair laid out SJR19 and recognized Senator Ellis and
Representative Junell to explain the bill. Senator Zaffirini
sent up a committee substitute; the chair recognized Ellis and
Junell to explain the difference between the committee
substitute and the bill as filed. Senator Zaffirini moved
adoption of the committee substitute; without objection, it was
so ordered. Witnesses testifying and registering on the bill
are shown on the attached list. Senator Bivins moved that SJR19
be left pending; without objection, it was so ordered.
The chair laid out SB135 and recognized Senator Carona and
Representative Ehrhardt to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Bivins moved that SB135 be left pending; without
objection, it was so ordered.
The chair laid out SB1021 and recognized the author, Senator
Armbrister, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Bivins moved that SB1021 be left pending; without objection, it
was so ordered.
At 12:20 p.m. Senator Bivins moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 3:27 p.m. the committee reconvened.
