Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Monday, March 12, 2001, in the Capitol Extension, Room
E1.016, at Austin, Texas.

The chair called the meeting to order at 9:12 a.m. The
following business was transacted:
The Chair brought the pending bills from last Monday's hearing
back up for continued consideration and public testimony. The
bills are as follows:
SB 490 by Ellis
SJR 19 by Ellis
SB 135 by Carona
SB 127 by Staples
SB 928 by Shapleigh
SJR 28 by Shapleigh
SB 178 by Armbrister
SB 1021 by Armbrister
The chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Bivins moved that above
listed bills be left pending; without objection, it was so
ordered.
The chair laid out SB1317 and recognized the author, Senator
Staples, to explain the bill. Senator Staples sent up a
committee substitute; the chair recognized Senator Staples to
explain the difference between the committee substitute and the
bill as filed. Senator Staples moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Bivins moved that SB1317 be left pending; without
objection, it was so ordered.
The chair laid out SB273 and recognized the author, Senator
Armbrister, to explain the bill. Senator Bivins laid out a
committee substitute; the chair recognized Senator Armbrister to
explain the difference between the committee substitute and the
bill as filed. Senator Cain sent up Committee Amendment 1 and
moved adoption; without objection, the amendment was adopted.
Senator Cain sent up Committee Amendment 2 and moved adoption;
without objection, the amendment was adopted. Senator Cain sent
up Committee Amendment 3 and moved adoption; without objection,
the amendment was adopted. Witnesses testifying and registering
on the bill are shown on the attached list. Senator Bivins
moved that SB273 be left pending; without objection, it was so
ordered.
The chair laid out SB29 and recognized Senator Armbrister, in
the absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Bivins moved that SB29 be left pending; without
objection, it was so ordered.
The chair laid out SB474 and recognized Senator Staples, in the
absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Bivins moved that SB474 be left pending; without
objection, it was so ordered.
There being no further business, at 6:15 p.m. Senator Bivins
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
