Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Wednesday, April 18, 2001, in the Capitol Extension,
Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:07 a.m. The
following business was transacted:
The Committee began the meeting with discussion of Witnesses
testifying and registering are shown on the attached list.
The chair laid out SB1525 and recognized the author, Senator Van
de Putte, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. At this
point the Committee recessed, therefore, on a motion by the
Chairman, the bill was left pending until the committee
reconvened. When the bill was taken back up for consideration,
Senator Van de Putte sent up a committee substitute; the chair
recognized Senator Van de Putte to explain the difference
between the committee substitute and the bill as filed. Senator
Van de Putte moved adoption of the committee substitute; without
objection, it was so ordered. Senator Van de Putte moved that
SB599 do not pass but that CSSB599 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 8 ayes, 0 nay, 0
present not voting, and 1 absent. Senator Van de Putte moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
At 9:50 a.m. Senator Bivins moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 1:10 p.m. the committee reconvened.
The Committee heard testimony by representatives of the LBB
regarding the public school employee health insurance bill
draft.
The chair laid out SB1100 and recognized the author, Senator
Moncrief, to explain the bill. Senator Zaffirini sent up a
committee substitute; the chair recognized Senator Moncrief to
explain the difference between the committee substitute and the
bill as filed. Senator Zaffirini moved adoption of the
committee substitute; without objection, it was so ordered.

pending to await a quorum; without objection, it was so ordered.
Upon arrival of a quorum, Senator Truan moved that SB1100 do not

voting, and 1 absent.

Armbrister, to explain the bill. Senator Cain sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Senator Cain requested unanimous consent to roll
the amendments into a committee substitute; without objection,
it was so ordered. Senator Cain then moved that the committee
substitute be adopted; without objection, it was so ordered.
