         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Wednesday, September 18, 2002, in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 9:04 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Introductory remarks by the Chair. 
          
         Senator Shapiro moved that the minutes from the previous hearing  
         be approved, there being no objection, the minutes were  
         approved. 
          
         The committee heard invited testimony.  Witness list attached.   
         Senator Truan assumed the Chair from 12 p.m. to 12:15 p.m. 
          
         There being no further business, at 2:44 p.m. Senator Bivins  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
