         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, April 9, 2001, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:00 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB1156 and recognized the author, Senator  
         Zaffirini, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.    
         Senator Zaffirini sent up a committee substitute; the chair  
         recognized Senator Zaffirini to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Zaffirini moved adoption of the committee substitute; without  
         objection, it was so ordered.  Senator Zaffirini sent up  
         Committee Amendment 1 and moved adoption; without objection, the  
         amendment was adopted.  Senator Zaffirini requested unanimous  
         consent to roll the amendment into a committee substitute;  
         without objection, it was so ordered.  Senator Zaffirini moved  
         that SB1156 do not pass but that CSSB1156 be reported back to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 11 ayes, 0  
  
         nay, 0 present not voting, and 2 absent.   
          
         The chair laid out SJR38 and and SB 1442 and recognized the  
         author, Senator Truan, to explain the bills.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Truan sent up a committee substitute; the chair  
         recognized Senator Truan to explain the difference between the  
         committee substitute and the bill as filed.  Senator Truan moved  
         adoption of the committee substitute; without objection, it was  
         so ordered. Senator Truan moved that SJR38 and SB 1442 be left  
         pending; without objection, it was so ordered. 
          
         At 9:50 a.m. Senator Ellis moved that the committee stand  
         recessed until after adjournment of the Senate; without  
         objection, it was so ordered.   
          
         At 12:05 p.m. the committee reconvened.  Senator Lucio, Jr.  
         assumed the chair.   
          
         The chair laid out HB1840 and recognized the Senate sponsor,  
         Senator Ellis, to explain the bill. Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis sent up a committee substitute; the chair recognized  
         Senator Ellis to explain the difference between the committee  
         substitute and the bill as filed.  Senator Ellis moved adoption  
         of the committee substitute; without objection, it was so  
         ordered.  Senator Ellis moved that HB1840 do not pass but that  
         CSHB1840 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 11 ayes, 0 nay, 0 present not voting, and 2  
         absent.   
          
         The chair laid out SB1497 and recognized the author, Senator  
         Ellis, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis sent up a committee substitute; the chair recognized  
         Senator Ellis to explain the difference between the committee  
         substitute and the bill as filed.  Senator Ellis moved adoption  
         of the committee substitute; without objection, it was so  
         ordered.  Senator Ellis sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  Senator  
         Ellis requested unanimous consent to roll the amendment into a  
         committee substitute; without objection, it was so ordered.   
         Senator Ellis moved that SB1497 do not pass but that CSSB1497 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of  
  
         11 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator  
         Ellis moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         The chair laid out SB615 and recognized Senator Ellis, in the  
         absence of the author, Senator Harris, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Ellis moved that SB615 be left  
         pending; without objection, it was so ordered.   
          
         At 12:14 p.m. Senator Ellis resumed the chair and laid out SB896  
         and recognized the author, Senator Shapiro, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Truan sent up a committee  
         substitute; the chair recognized Senator Shapiro to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Truan moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
         Lucio, Jr. moved that SB896 do not pass but that CSSB896 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of  
         10 ayes, 1 nay, 0 present not voting, and 2 absent.   
          
         The chair laid out SB857 and recognized the author, Senator  
         Madla, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis moved that SB857 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out SB1479 and recognized the author, Senator  
         Madla, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis moved that SB1479 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out SB1114 and recognized the author, Senator  
         Brown, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         SenatorBarrientos sent up a committee substitute; the chair  
         recognized Senator Brown to explain the difference between the  
         committee substitute and the bill as filed.  Senator Jackson  
         moved adoption of the committee substitute; without objection,  
         it was so ordered.  Senator Ellis moved that SB1114 be left  
  
         pending; without objection, it was so ordered.  
          
         The chair laid out HB1130 and recognized the Senate sponsor,  
         Senator Barrientos, to explain the bill.  Witnesses testifying  
         and registering on the bill are shown on the attached list.   
         Senator Barrientos sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  Senator  
         Barrientos moved that HB1130, as amended, be reported back to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 11 ayes, 0  
         nay, 0 present not voting, and 2 absent.   
          
         There being no further business, at 1:30 p.m. Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
