         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Thursday, April 19, 2001, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 8:30 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 8:30 a.m. Senator Zaffirini assumed the chair.   
          
         The chair laid out SB1690 and recognized the author, Senator  
         Ellis, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis moved that SB1690 be reported favorably to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 10 ayes, 0 nay,  present not  
         voting, and 3 absent.  Senator Ellis moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         At 8:37 a.m. Senator Ellis resumed the chair.   
          
         The chair laid out HB244 and recognized the Senate sponsor,  
         Senator Staples, to explain the bill.  Witnesses testifying and

         Truan moved that HB244 be reported favorably to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 12 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Truan moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         At 4:02 p.m. the committee reconvened and Senator Truan assumed  
         the chair.

         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of

         ordered.

         At 4:50 p.m. Senator Ellis resumed the chair.

         without objection, the amendment was adopted.  Senator Truan  
         moved that SB529, as amended, be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The

         not voting, and 1 absent.
