         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, May 13, 2002, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         Senator Robert Duncan, the acting chair, called the meeting to  
         order at 10:03 a.m and made opening remarks.  Senator Averitt  
         was welcomed to the hearing.  The following business was  
         transacted:   
          
         Invited Testimony: 
          
              Don Gilbert, representing Health and Human Services  
              Commission, answered questions and gave a presentation on  
              the Children's Health Insurance Program.  
          
              Sheila Beckett, representing Employee Retirement System,  
              answered questions and gave a detailed presentation on the  
              Employees Retirement System Health Plan. 
          
              Phil Dial, representing Employee Retirement System,  
              answered questions from the committee. 
          
              James W. Sarver, representing the University of Texas  
              System, answered questi                                                                                          Charles  
Dunlap, representing Teacher  
Retirement System, answered  
questions from the                                                          
members and gave a briefing on the  
  
TRS-Care program with explanations  
of the flow of funds, as well as  
the top ten drugs and procedures  
for this program. 
          
         There being no further business, at 1:15 p.m. Senator Duncan  
         moved that the committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
