Brown, the acting chair, called the meeting to order at 2:01 p.m. There being a quorum present, the following business was transacted: The following members arrived after the roll was called: Senator David Bernsen Senator Jeff Wentworth The chair laid out SB3 and recognized the author, Senator Duncan, to explain the bill. Senator Duncan sent up a committee substitute; the chair recognized Senator Duncan to explain the difference between the committee substitute and the bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair announced the absense of Chairman West. He also announced, at the request of Chairman West, that all bills would be laid out, any public testimony on the bills would be heard, and any committee substitutes could be adopted, but stated that all bills be left pending until further notice. Senator Duncan moved adoption of the committee substitute for SB 3; without objection, it was so ordered. The chair laid out SB203 and recognized the author, Senator Duncan, to explain the bill.
