Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Jurisprudence
was held on Monday, February 26, 2001, in the Capitol Extension,
Room E1.012, at Austin, Texas.

The chair called the meeting to order at 2:44 p.m. The meeting
had been in recess.
The chair laid out SB276 and recognized the author, Senator
Shapleigh, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
The chair called roll. There was a quorum present.
The following members arrived after the roll was called:

Senator Brown moved adoption of the minutes from the previous
hearing held on February 19, 2001; without objection, it was so
ordered.
The chair moved that the public testimony be closed on SB 276;
without objection, it was so ordered. Senator Ellis moved that
SB276 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 6 ayes, 0 nay, 0 present not
voting, and 1 absent. Senator Ellis moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out SB181 and recognized the author, Senator
Fraser, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Bernsen moved that SB181
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Bernsen moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
At 3:32 p.m. Senator Bernsen assumed the chair.
The chair laid out SB113 and recognized the author, Senator
Moncrief, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Brown moved that SB113 be
reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 2 absent.
The chair laid out SB619 and recognized the author, Senator Van
de Putte, to explain the bill. There was no public testimony on
the bill. Senator Ellis moved that SB619 be reported favorably
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 2 absent. Senator Ellis moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
The chair laid out SB719 and recognized Senator Brown, in the
absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Brown asked that the public testimony be left
open and that the bill be left pending; without objection, it
was so ordered.
There was no action taken on SB 252.
There being no further business, at 3:50 p.m. Senator Bernsen
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
