         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Jurisprudence  
         was held on Monday, March 12, 2001, in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 2:56 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The following members arrived after the roll was called:   
         Senator David Bernsen 
         Senator Mike Jackson 
         Senator Jeff Wentworth 
          
         Senator Ellis moved adoption of the minutes from the previous  
         hearing held on March 5, 2001; without objection, it was so  
         ordered.   
          
         The chair laid out SB551 and recognized the author, Senator Van  
         de Putte, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB551 be  
         left pending to await a quorum; without objection, it was so  
         ordered.  Upon arrival of a quorum, Senator Bernsen moved that  
         SB551 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 7 ayes, 0 nay, 0 present not voting, and 0  
         absent.   
          
         The chair laid out SB303 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB303 be  
         left pending to await a quorum; without objection, it was so  
         ordered.  Upon arrival of a quorum, Senator Bernsen moved that  
         SB303 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 7 ayes, 0 nay, 0 present not voting, and 0  
         absent.   
          
         At 3:54 p.m. Senator Bernsen assumed the chair.   
          
         The chair laid out SB1022 and recognized the author, Senator  
         West, to explain the bill.  Witnesses testifying and registering  
         on the bill are shown on the attached list.  The chair moved  
         that the public testimony be closed; without objection, it was  
         so ordered.  Senator Bernsen moved that SB1022 be left pending  
  
         to await a quorum; without objection, it was so ordered.  Upon  
         arrival of a quorum, Senator West moved that SB1022 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 7 ayes, 0  
         nay, 0 present not voting, and 0 absent.   
          
         At 4:00 p.m. Senator West resumed the chair.

         Truan, to explain the bill.  Witnesses testifying and

         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB783 be  
         left pending to await a quorum; without objection, it was so  
         ordered.  Upon arrival of a quorum, Senator Duncan moved that  
         SB783 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 7 ayes, 0 nay, 0 present not voting, and 0  
         absent.   
          
         The chair laid out SB591 and recognized the author, Senator  
         Barrientos, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Duncan moved that SB591  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.   
          
         At 4:12 p.m. Senator Wentworth assumed the chair.   
          
         The chair laid out SB1035 and recognized the author, Senator  
         West, to explain the bill.  There was no public testimony on the  
         bill.  Senator Wentworth moved that SB1035 be left pending to  
         await a quorum; without objection, it was so ordered.  Upon  
         arrival of a quorum, Senator West moved that SB1035 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 7 ayes, 0  
         nay, 0 present not voting, and 0 absent.   
          
         At 4:15 p.m. Senator West resumed the chair.   
          
         At 4:19 p.m. Senator Wentworth assumed the chair.   
          
         The chair laid out SB129 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  
          
         The chair laid out SJR3 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
          
         At 4:31 p.m. Senator West resumed the chair.   
          
         The chair laid SB129 and SJR3 on the table to take votes on the  
         bills that had already been heard but were left pending to await  
         a quorum. 
          
         At 4:39 p.m. Senator Bernsen assumed the chair.   
          
         At 4:40 p.m. Senator West resumed the chair.   
          
         The chair laid out SB625 and recognized the author, Senator  
         Duncan, to explain the bill.  The was no public testimony on the  
         bill.  Senator Duncan moved that SB625 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 7 ayes, 0  
         nay, 0 present not voting, and 0 absent.  Senator Duncan moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         At 5:05 p.m. Senator Jackson assumed the chair.   
  
         Public testimony continued for SB129 and SJR3.  The chair moved  
         that the public testimony be closed on SB129 and SJR3; without  
         objection, it was so ordered.     
          
         The chair laid out SB913 and recognized the author, Senator  
         Ogden, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  
          
         The chair laid out SB626 and recognized the author, Senator  
         Duncan, to explain the bill.  Senator Duncan sent up a committee  
         substitute; the chair recognized Senator Duncan to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Duncan moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  Senator Duncan moved that  
         SB626 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 1 absent.   
          
         At 5:45 p.m. Senator West resumed the chair.

         objection, it was so ordered.

         There being no further business, at 5:50 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the
