MINUTES SENATE COMMITTEE ON REDISTRICTING Wednesday, January 31, 2001 1:30 p.m. or upon adjournment Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Redistricting was held on Wednesday, January 31, 2001, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Jeff Wentworth Senator Kenneth Armbrister Senator Mike Jackson Senator David Cain Senator Robert Duncan Senator Rodney Ellis Senator Florence Shapiro Senator Judith Zaffirini ***** The chair called the meeting to order at 1:40 p.m. There being a quorum present, the following business was transacted: The following members arrived after the roll was called: Senator Mike Jackson Senator Florence Shapiro Lt. Governor Ratliff and Senators Bivins, Sibley, and West were present at the meeting. Senator Zaffirini moved to adopt the committee rules. The motion was seconded by Senator Duncan. There being no objection, the rules were adopted. Senator Zaffirini moved to adopt the committee minutes from the previous meeting. The motion was seconded by Senator Duncan. There being no objection, the minutes were adopted. A redistricting overview was provided by Legislative Council. Alan Ware, Program Director of Special Projects and Redistricting, discussed the computer system. David Hanna, Legislative Counsel, briefed attendees on the status of pending lawsuits and the census data. Jeff Archer , Senior Legislative Counsel, spoke about the Voting Rights Act, Shaw v. Reno, and other lawsuits of the 1990s. The Legislative Council representatives answered questions. There being no further business, at 3:29 p.m., Senator Zaffirini moved that the Committee stand recessed subject to the call of the chair.
