MINUTES SENATE COMMITTEE ON REDISTRICTING Thursday, April 5, 2001 4:00 p.m. or upon adjournment House Appropriations Committee Room, Number E1.030 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a joint public hearing of the Senate Committee on Redistricting and the House Committee on Redistricting was held on Thursday, April 5, 2001, in the House Appropriations Committee Room, Number E1.030, in the state capitol at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Jeff Wentworth Senator Rodney Ellis Senator Mike Jackson Senator Kenneth Armbrister Senator David Cain Senator Robert Duncan Senator Florence Shapiro Senator Judith Zaffirini ***** The Senate Committee on Redistricting held a joint hearing with the House Committee on Redistricting. The Senate chair called the meeting to order at 4:00 p.m. A quorum was established at 4:10 p.m. with the arrival of Senator Shapiro. The following business was transacted: The following members arrived after the roll was called: Senator David Cain Senator Duncan Senator Shapiro Senator Duncan arrived late due to a meeting of the Senate Natural Resources Committee. Senator Ellis was absent from the meeting because he was in Washington, D.C., on official state business. Senator Armbrister moved to adopt the committee minutes from the previous hearing on March 29, 2001. There being no objection, the minutes were adopted. The chairs provided opening remarks. The Senate chair announced that committee rules require each witness to complete two witness cards - one for the Senate Committee and one for the House Committee. The Senate chair also announced this hearing could be viewed on television in the overflow rooms of E1.026 and E1.028. Due to the large number of attendees wishing to testify, the chairs requested witnesses limit their testimony to six minutes or less, if possible. The chairs also asked witnesses to identify themselves and state whom they represent. The House chair announced a quorum of the House Committee on Redistricting was present. Public testimony was taken, and committee members questioned witnesses. The House chair entered into the record a written statement from Representative Barry Telford urging that the 1st Congressional District be maintained intact. The House chair also recognized Doug Markham, who was involved in the settlement of litigation involving the 1990 plans. There being no further business, at 10:25 p.m., Senator Wentworth announced that the Committee stand in recess, subject to the call of the chair.
