MINUTES SENATE COMMITTEE ON REDISTRICTING Wednesday, May 2, 2001 1:30 p.m. or upon adjournment Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Redistricting was held on Wednesday, May 2, 2001, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Jeff Wentworth Senator Kenneth Armbrister Senator Mike Jackson Senator Judith Zaffirini ***** The chair called the meeting to order at 4:45 p.m. A quorum was established at 4:49 p.m. with the arrival of Senator Cain. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: Senator Duncan Senator Cain Senator Shapiro Senator Ellis The chair encouraged those wishing to testify to complete a witness registration card, stating whom they represent, and if applicable, state which districts, counties, and cities they plan to discuss. Public testimony on PLAN 01028S was taken, and committee members questioned witnesses. Senator Jackson moved to adopt the committee minutes from the previous hearing on Wednesday, April 25, 2001. The motion was seconded by Senator Shapiro. There being no objection, the minutes were adopted. At 5:12 p.m. Senator Jackson assumed the chair, laid out SB 499, and recognized Senator Wentworth to explain the bill. Senator Wentworth sent up a committee substitute and moved that CSSB 499 be adopted by the committee. Without objection, the committee substitute was adopted. Then Senator Wentworth explained the committee substitute. Senator Wentworth invited Jeff Archer, Senior Legislative Counsel for the Texas Legislative Council, to brief the committee on the compliance of CSSB 499 with the Voting Rights Act. The chair left CSSB 499 pending in committee. Public testimony on the bill was left open. Senator Wentworth resumed the chair at 5:29 p.m. The chair announced the committee would meet on Thursday, May 3, 2001, in the Capitol Extension Auditorium, Room E1.004, at 4:00 p.m. There being no further business, at 5:30 p.m., Senator Jackson moved the committee stand in recess until 4:00 p.m. Thursday, May 5, 2001, in the Capitol Extension Auditorium (Room E1.004).
