         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, March 26, 2001, in the Senate Chamber at  
         Austin, Texas.

         The chair called the meeting to order at 2:05 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Truan moved adoption of the minutes from the previous  
         hearing held on March 22, 2001; without objection, it was so  
         ordered.   
          
         The posting rule, Senate Rule 11.18, was suspended to hear the  
         following bill(s): HB1362 
          
         The chair referred SB1111 to the Subcommittee on SB1111 for  
         further consideration.  The chair appointed Senator Harris as  
         chair of the subcommittee and Senators Armbrister, and Shapleigh  
         as members of the subcommittee.   
          
         The chair laid out HB1362 and recognized the Senate sponsor,  
         Senator Harris, to explain the bill.   
         The chair opened public testimony and then moved that it be  
         closed; without objection, it was so ordered.   
          
         Senator Harris moved that HB1362 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         Upon arrival of a quorum, Senator Armbrister sent up Committee  
         Amendment 1 to SB888 and moved adoption; without objection, the  
         amendment was adopted.   
          
         At 3:21 p.m. Senator Truan assumed the chair.   
         Senator Armbrister moved that SB888, as amended, be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 8 ayes, 1  
         nay, 0 present not voting, and 0 absent.

         At 3:48 p.m. Senator Armbrister assumed the chair.
