         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, April 2, 2001, in the Senate Chamber at  
         Austin, Texas.

         The chair called the meeting to order at 3:15 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Truan moved adoption of the minutes from the previous  
         hearing held on March 26, 2001; without objection, it was so  
         ordered.   
          
         There was no action taken for the following bill(s): SB70 and  
         SB1340 
          
         The chair laid out SB1182 and recognized the author, Senator  
         Wentworth, to explain the bill. 
          
         Senator Truan sent up a committee substitute; the chair  
         recognized Senator Wentworth to explain the difference between  
         the committee substitute and the bill as filed.  Senator Truan  
         moved adoption of the committee substitute; without objection,  
         it was so ordered.
