Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Senate Committee on State Affairs was held on Tuesday, April
3, 2001, at Senator Shapiro's Desk

The chair called the meeting to order at 1:06 p.m. There being
a quorum present, the following business was transacted:
At 1:06 p.m. Senator Harris assumed the chair.
The chair laid out SB27 and recognized the author, Senator
Shapiro, to explain the bill.
Senator Shapiro sent up a committee substitute; the chair
recognized Senator Shapiro to explain the difference between the
committee substitute and the bill as filed. Senator Shapiro
moved adoption of the committee substitute; without objection,
it was so ordered.
Senator Shapiro moved that SB27 do not pass but that CSSB27 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 8
ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Shapiro moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
At 1:08 p.m. Senator Shapiro resumed the chair.
Previously SB 497 was left pending, Senator Harris moved that
SB497 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 8 ayes, 0 nay, 0 present not
voting, and 1 absent.
Senator Shapleigh moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
Previously SB 817 was left pending, Senator Armbrister sent up
the committee substitute and moved adoption; without objection,
it was so ordered.
Senator Harris moved that SB817 do not pass but that CSSB817 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 8
ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Harris moved that the bill be recommended for placement

placement on the Local & Uncontested Calendar; without
objection, it was so ordered.

committee substitute and explained the difference between the
committee substitute and the bill as filed.
Senator Armbrister moved adoption of the committee substitute;
without objection, it was so ordered.
Senator Armbrister moved that SB971 do not pass but that CSSB971
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 8 ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Harris requested to be shown voting aye on HB831, HJR47,
SB1023, SB161, CSSB1424, SB1464, and SB1491, which were passed
out of the committee on April 2, 2001; without objection, the
motion carried.
There being no further business, at 1:14 p.m. Senator Shapiro
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
