MINUTES SENATE COMMITTEE ON NOMINATIONS Tuesday, March 13, 2001 1:30 p.m. or upon adjournment Capitol Extension, Room E1.016 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Nominations was held on Tuesday, March 13, 2001, in the Capitol Extension, Room E1.016, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Jane Nelson, Chair Senator Jeff Wentworth Senator Leticia Van de Putte, Vice Chair Senator Gonzalo Barrientos Senator Mario Gallegos, Jr. Senator Tom Haywood Senator Jon Lindsay ***** The chair called the meeting to order at 1:50 p.m. There being a quorum present, the following business was transacted. The following members arrived after roll call: Senator Barrientos Senator Gallegos Senator Lindsay moved that the minutes from the previous meeting be approved. There being no objection, the minutes were adopted. The Chair laid out the nominees to the State Board of Psychologists Board of Examiners. The Chair recognized Senator Haywood to introduce Stephanie Sokolosky. The Chair introduced Ruben Rendon, Jr. The Chair introduced Karla Hayes. The nominees made opening remarks and then responded to questions by the members of the Committee. The Chair recognized Senator Bivins to speak on behalf of Karla Hayes. Questions of the nominees resumed. At 2:02 p.m., Senator Barrientos moved to recommend to the full Senate that Karla L. Hayes, Ruben Rendon, Jr., and Stephanie Sokolosky be confirmed to the State Board of Psychologists Board of Examiners. Senator Van de Putte seconded the motion. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. The Chair laid out the nominees to the State Examiners in the Fitting and Dispensing of Hearing Instruments. The Chair recognized Senator Lindsay to introduce Gordon Bisel. The Chair introduced Susan L. Hargrave. Senator Van de Putte asked that the nominees to the State Board of Examiners for Speech Language Pathology and Audiology, Board of Directors come up at the same time. The Chair announced that the nomination of James McCrae would be left pending and that the Committee would schedule him to appear at a future hearing. The Chair laid out the nominees to the State Board of Examiners for Speech Language Pathology and Audiology, Board of Directors. The Chair announced that the nomination of Deborah L. Carlson would be left pending and that the Committee would schedule her at a future hearing. The nominees made opening remarks and then responded to questions by Senator Van de Putte. The Chair recognized Senator Duncan to introduce Cheryl Sancibrian. The Chair recognized Senator Jackson to introduce Bertha Campbell. The Chair introduced Matthew Lyon. Questions of the nominees resumed. At 2:39 p.m., Senator Lindsay moved to recommend to the full Senate that Gordon L. Bisel and Susan Lee Hargrave be confirmed to the State Examiners in the Fitting and Dispensing of Hearing Instruments. Senator Van de Putte seconded the motion. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senator Haywood asked to be shown as voting aye. Without objection, the motion carried. At 2:39 p.m., Senator Lindsay moved to recommend to the full Senate that Bertha Campbell, Matthew H. Lyon, and Cheryl Sancibrian be confirmed to the State Board of Examiners for Speech Language Pathology and Audiology, Board of Directors. Senator Van de Putte seconded the motion. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senator Haywood asked to be shown as voting aye. Without objection, the motion carried. The Chair laid out the nominee for the Health and Human Services Commissioner. The Chair recognized Senator Barrientos to introduce Don A. Gilbert. The nominee made an opening statement and responded to questions by the members of the Committee. At 3:47 p.m., Senator Lindsay moved to recommend to the full Senate that Don A. Gilbert be confirmed as the Health and Human Services Commissioner. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senators Barrientos and Haywood asked to be shown as voting aye. Without objection, the motion carried. The Chair laid out the nominees with waived appearances and announced that the nominees to the State Bar of Texas Board of Directors and the On-Site Wastewater Treatment Research Council would be left pending until the necessary documentation was received for confirmation. At 3:48 p.m., Senator Gallegos moved, with the exception of the State Bar of Texas Board of Directors and the On-Site Wastewater Treatment Research Council which were left pending, that the nominees to boards with waived appearances be recommended to the full Senate for confirmation to their respective boards as listed on the attached agenda. Senator Van de Putte seconded the motion. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senators Barrientos and Haywood asked to be shown as voting aye. Without objection, the motion carried. There being no further business, at 3:48 p.m., Senator Van de Putte moved that the Committee stand recessed subject to the call of the chair.
