Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Nominations
was held on Wednesday, April 18, 2001, in the Capitol Extension,
Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 2:33 p.m. There being
a quorum present, the following business was transacted.
At 2:34 p.m., Senator Van de Putte moved that the minutes from
the previous meeting be approved. Without objection, the motion
carried.
The Chair laid out the nominees to the University of Texas
System Board of Regents.
The Chair introduced Rita C. Clements.
The Chair recognized Senator Van de Putte to introduce Cyndi T.
Krier.
The Chair recognized Senator Van de Putte to introduce Judith L.
Craven.
The nominees made opening statements and then responded to
questions by members of the Committee.
At 3:52 p.m., Senator Barrientos moved to recommend to the full
Senate that Rita C. Clements, Judith L. Craven, and Cyndi T.
Krier be confirmed to the University of Texas System Board of
Regents.
Senator Haywood seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Van de Putte and Wentworth asked to be shown as voting aye.
Without objection the motion carried.
The Chair laid out the nominees to the Midwestern State
University Board of Regents.
The Chair recognized Senator Haywood to introduce Mac Cannedy,
Jr. and Munir A. Lalani.
Senator Haywood moved to waive the appearance of David L.
Stephens and John C. Bridgman before the Committee today.
Without objection, the motion carried.
The nominees made opening statements and then responded to
questions by members of the Committee.
At 4:07 p.m., Senator Haywood moved to recommend to the full
Senate that David L. Stephens, John C. Bridgman, Mac Cannedy,
Jr., and Munir A. Lalani be confirmed to the Midwestern State
University Board of Regents.
Senator Van de Putte seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Lindsay and Wentworth asked to be shown voting as aye. Without
objection, the motion carried.
The Chair laid out the nominees to the Texas A&M University
System Board of Regents.
The Chair recognized Senator Ogden to introduce Wendy L. Gramm
and Phillip D. Adams.
The Chair recognized Senator Wentworth to introduce Lester L.
Mays.
The nominees made opening statements and then responded to
questions by members of the Committee.
At 5:00 p.m., Senator Lindsay moved to recommend to the full
Senate that Wendy L. Gramm, Phillip D. Adams, and Lester L. Mays
be confirmed to the Texas A&M University System Board of
Regents.
Senator Van de Putte seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood and Wentworth asked to be shown as voting aye. Without
objection, the motion carried.
The Chair laid out the nominees to the Texas Southern University
Board of Regents.
The Chair recognized Senator Lindsay for a motion.
Senator Lindsay announced that George M. Williams had to leave
the Committee hearing and moved to waive his appearance.
Without objection, the motion carried.
The Chair recognized Senator Truan to introduce David Diaz.
The Chair introduced J. Paul Johnson and Gerald E. Wilson.
The nominees made opening remarks and then responded to
questions by the members of the Committee.
The Chair announced that the consideration of these nominees
would be left pending awaiting the arrival of a quorum.
The Chair laid out the nominees to the Texas State University
System Board of Regents.
The Chair recognized Senator West to introduce James L. Sweatt,
III.
Senator West also introduced Annie F. Williams who is the
nominee to the Texas Woman's University Board of Regents.
The Chair introduced Dan S. Hallmark.
The nominees made opening remarks and then responded to
questions by the members of the Committee.
At 5:31 p.m., Senator Van de Putte moved to recommend to the
full Senate that Dan S. Hallmark and James L. Sweatt, III be
confirmed to the Texas State University System Board of Regents.
Senator Lindsay seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood and Gallegos asked to be shown as voting aye. Without
objection, the motion carried.
At 5:32 p.m., Senator Lindsay moved to recommend that George M.
Williams, Gerald E. Wilson, David Diaz, and J. Paul Johnson be
confirmed to the Texas Southern University Board of Regents.
Senator Wentworth seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood and Gallegos asked to be shown as voting aye. Without
objection, the motion carried.
The Chair laid out the nominees to the Texas Tech University
Board of Regents.
The Chair recognized Senator Wentworth to introduce C. Robert
Black.
The Chair recognized Senator Fraser to make remarks on behalf of
C. Robert Black.
The Chair recognized Senator Wentworth to introduce David R.
Lopez.
The Chair recognized Senator Shapleigh to introduce J. Robert
Brown.
The nominees made opening remarks and then responded to
questions by members of the Committee.
At 5:45 p.m., Senator Wentworth moved to recommend that J.
Robert Brown, C. Robert Black, and David R. Lopez be confirmed
to the Texas Tech University Board of Regents.
Senator Barrientos seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood and Gallegos asked to be shown as voting aye. Without
objection, the motion carried.
The Chair laid out the nominees to the Stephen F. Austin State
University Board of Regents.
The Chair introduced Gary Lopez and Michael T. Wilhite.
The Chair recognized Senator Staples to introduce Margarita de
la Garza-Grahm and Fredrick A. Wulf.
The Chair recognized Senator Lindsay to introduce Kenneth James.
The Chair introduced R. Lyn Stevens.
The nominees made opening remarks.
The Chair announced that the consideration of these nominees
would be left pending awaiting the arrival of a quorum.
The Chair laid out the nominees to the Texas Woman's University
Board of Regents.
The Chair announced that Senator West introduced his nominee,
Annie F. Williams, earlier in the hearing.
The Chair recognized Senator Van de Putte to introduce Sharon W.
Wilkes and Therese B. Bevers.
The Chair introduced Kenneth L. Ingram.
The nominees made opening remarks.
The Chair announced that the consideration of these nominees
would be left pending awaiting the arrival of a quorum.
At 6:19 p.m., Senator Van de Putte moved to recommend to the
full Senate that Sharon W. Wilkes, Therese B. Bevers, Kenneth L.
Ingram, and Annie F. Williams be confirmed to the Texas Woman's
University Board of Regents.
Senator Wentworth seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood, Barrientos, and Gallegos asked to be shown as voting
aye. Without objection the motion carried.
Senator Lindsay moved to recommend to the full Senate that Gary
Lopez, R. Lyn Stevens, Michael T. Wilhite, Sr., Margarita de la
Garza-Grahm, Kenneth James, and Fredrick A. Wulf be confirmed to
the Stephen F. Austin State University Board of Regents.
Senator Wentworth seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood, Barrientos, and Gallegos asked to be shown as voting
aye. Without objection, the motion carried.
At 6:20 p.m., Senator Wentworth moved to recommend to the full
Senate that the nominees with waived appearances listed on the
attached agenda be confirmed to their respective boards.
Senator Lindsay seconded the motion.
The motion carried with a vote of 7 ayes and 0 nays. Senators
Haywood, Gallegos, and Barrientos asked to be shown as voting
aye. Without objection, the motion carried.
There being no further business, at 6:21 p.m., Senator Lindsay
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
