Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Natural
Resources was held on Thursday, March 29, 2001, in the Capitol
Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 2:28 p.m.
The Chair laid out SB1541, left pending from a previous hearing,
and recognized the author, Senator Duncan, to explain the bill.
The Chair laid the bill on the table in order to call the roll.
The roll was called and there being a quorum present, the
following business was transacted:
Senator Lucio moved adoption of the minutes from the previous
hearing held on March 22, 2001; without objection, it was so
ordered.
The Chair again laid out SB1541. Public testimony was taken.
Witnesses testifying and registering on the bill are shown on
the attached list. Public testimony was closed.
Senator Duncan assumed the Chair.
The Chair laid out CSSB2, left pending from a previous hearing,
and recognized the author, Senator Brown, to explain the bill.
Senator Brown sent up Committee Amendment 1 and moved adoption;
without objection, the amendment was adopted. The bill was left
pending before the Committee.
Senator Brown resumed the Chair.
The Chair laid out SB305 and recognized the author, Senator
Harris, to explain the bill. Public testimony was taken.
Witnesses testifying and registering on the bill are shown on
the attached list. Public testimony was closed.
The Chair laid out SB310 and recognized the author, Senator
Harris, to explain the bill. Senator Bernsen sent up a
committee substitute; the Chair recognized Senator Harris to
explain the difference between the committee substitute and the
bill as filed. Senator Bernsen moved adoption of the committee
substitute; without objection, it was so ordered. Public
testimony was taken. Witnesses testifying and registering on
the bill are shown on the attached list. Public testimony was
closed. The bill was left pending before the Committee.
Senator Duncan assumed the Chair.
The Chair laid out SCR34 and recognized the author, Senator
Brown, to explain the bill. Public testimony was taken.

left pending awaiting a quorum.
The Chair laid out SB1335 as amended, left pending from a
previous hearing, and recognized the author, Senator Brown, to
explain the bill. Senator Brown sent up Committee Amendment 22A
and moved adoption; without objection, the amendment was
adopted. Senator Brown sent up Committee Amendment 26 and moved
adoption; without objection, the amendment was adopted. Senator
Brown sent up Committee Amendment 28 and moved adoption; without
objection, the amendment was adopted. Senator Brown sent up
Committee Amendment 29 and moved adoption; without objection,
the amendment was adopted. Senator Brown sent up Committee
Amendment 30 and moved adoption; without objection, the
amendment was adopted. Senator Brown sent up Committee
Amendment 31 and moved adoption; without objection, the
amendment was adopted. Senator Brown sent up Committee
Amendment 32 and moved adoption; without objection, the
amendment was adopted. Pubic testimony was taken. Witnesses
testifying and registering on the bill are shown on the attached
list.
There being no further business, at 7:32 p.m. the Committee
stood recessed subject to the call of the Chair. Without
objection, it was so ordered.
