         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Criminal  
         Justice was held on Monday, January 28, 2002, in the Capitol  
         Extension, Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 10:10 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Chairman Armbrister reviewed all of the interim charges. 
          
         Dr. Tony Fabelo, Executive Director of the Criminal Justice  
         Policy Council gave a presentation, "Update on the Big Picture  
         and Review of Policy Development Studies".  Dr. Fabelo and the  
         attached list of witnesses answered questions from the committee  
         on the presentation. 
          
         There being no further business, at 11:30 a.m. Senator  
         Armbrister moved that the Committee stand recessed subject to  
         the call of the chair.  Without objection, it was so ordered.
