Bill Ratliff Senator Florence Shapiro Senator Eliot Shapleigh Senator David Sibley Senator Carlos Truan Senator Leticia Van de Putte Senator Jeff Wentworth Senator Royce West Senator John Whitmire Senator Judith Zaffirini ***** Senator Truan, Chair of the Committee of the Whole called the meeting to order at 8:23 a.m. There being a quorum present, the following business was transacted: The Chair recognized Senator Wentworth, Chair of the Senate Committee on Redistricting, who presented and explained the plan reported by the committee, Plan 01047S. Senator Brown assumed the Chair. The Chair recognized Senator Truan, who presented and explained Plan 010535. Senator Truan then withdrew Plan 010535. Senator Truan resumed the Chair and recognized Senators Armbrister and Bivins, respectively, to ask questions of Senator Wentworth. The Chair recognized Senator Sibley to present and explain Plan 010515. The Chair recognized Senator Sibley to present and explain Plan 010525. The following members were recognized by the Chair to ask questions regarding Senator Sibley's proposed plans: Senator's Barrientos, Cain, Zaffirini, Van de Putte, Moncrief and West. Senator Brown assumed the Chair and recognized Senator Truan to ask questions of Senator Sibley. Senator Truan resumed the Chair and the following members were recognized to ask questions: Senators Harris, Barrientos, Gallegos, Lucio, and Wentworth. Senator Wentworth explained that the Texas Legislative Council has prepared the data on all three presented plans. Senator Ogden made a parliamentary inquiry. The Chair recognized Senator Gallegos to explain his proposed plan which will be delivered to members' offices after completion by the Texas Legislative Council. Senator Gallegos then withdrew the proposed plan. Senator Armbrister asked questions of Governor Ratliff. Senator Fraser asked for a point of inquiry. Senator Brown moved that the Committee of the Whole Senate stand recessed Subject to Call of the Chair; without objection, it was so ordered.
