         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health and  
         Human Services was held on Monday, March 5, 2001, at Senator  
         Moncrief's Desk in the Senate Chamber at Austin, Texas.

         The chairman called the meeting to order at 2:50 p.m.  There  
         being a quorum present, the following business was transacted. 
          
         At 2:50 p.m. Senator Carona assumed presiding duties. 
          
         The chairman laid out SB 22 by Senator Shapiro, relating to the  
         admission of minors to facilities for and to the consent of  
         minors to the treatment and rehabilitation of chemical  
         dependency, which had been left pending, and recognized Senator  
         Moncrief. 
          
         Senator Moncrief sent up committee amendment 1 and explained it. 
          
         Senator Moncrief moved the adoption of committee amendment 1.   
         There being no objection, the motion prevailed by unanimous  
         consent. 
          
         Senator Moncrief moved that committee amendment 1 be rolled into  
         a committee substitute for SB 22 and that the committee  
         substitute for SB 22 be adopted.  There being no objection, the  
         motion prevailed by unanimous consent. 
          
         There being no other witnesses registered or responding to the  
         chairman's call for public testimony, which had been left open  
         from the February 22, 2001, hearing, the chairman closed public  
  
         testimony.  
                    
         Senators Harris and Sibley asked unanimous consent to be shown  
         voting "aye" on the committee substitute for SB 22.  There being  
         no objection, the motion prevailed by unanimous consent.  
          
         Senator Moncrief moved that SB 22 be reported to the Senate with  
         the recommendation that it do not pass, but that the committee  
         substitute adopted in lieu thereof do pass and be printed.  The  
         motion prevailed by a vote of 7 ayes, 0 nays and 2 absent. 
          
         There being no other business to come before the committee,  
         Senator Carona recessed the committee by unanimous consent at  
         2:54 p.m., subject to the call of the chair.
