         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, and a motion made in the Texas Senate by Senator Moncrief  
         to suspend the 24 hour posting rule for the bills listed in the  
         minutes, a public hearing of the Senate Committee on Health and  
         Human Services was held on Friday, May 11, 2001, in the Capitol  
         Building, Room 3E.4, at Austin, Texas.

         The chairman called the meeting to order at 11:25 a.m.  The  
         following business was transacted. 
          
         The chairman laid out HB 1719 by Representative Eiland, relating  
         to prohibiting certain persons and entities from banning the use  
         of recording devices during the delivery of a child, and  
         recognized the Senate sponsor, Senator Van de Putte, to explain  
         the bill. 
          
         Witnesses testifying and registering on HB 1719 are shown on the  
         attached list.  There being no other witnesses registered or  
         responding to the chairman's call for public testimony relating  
         to HB 1719, the chairman closed public testimony. 
          
         The chairman left HB 1719 pending temporarily, to await the
