The chair laid out HB 116 and recognized the Senate sponsor, Senator Truan, to explain the bill. Colonel Claude Hempel, Colonel Keith Scragg, and Colonel Justo Gonzalez, representing Selective Service System, testified in favor of the bill. Frank Elder, representing Texas Department of Public Safety, testified on the bill. Senator Truan moved that HB 116 be left pending; without objection, it was so ordered.
