Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Veteran Affairs & Military
Installations Committee was held on Wednesday, May 9, 2001, in
the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

Chairman Truan called the meeting to order at 3:25 p.m. There
being a quorum present, the following business was transacted:
Chairman Truan laid out HB 2040 and recognized the Senate
sponsor, Senator Zaffirini, to explain the bill. County Judge
Jose Aliseda, representing Bee County, testified in favor of the
bill. Tom Beasley, representing the Bee Development Authority,
James Berry, representing the Bee Development Authority, and
Chris Shields, representing the Beeville Redevelopment
Authority, registered in favor of the bill but did not testify.
Tom Hunter, representing Public Utility Commission, registered
on the bill but did not testify. Chairman Truan moved that the
public testimony be closed; without objection, it was so
ordered. Senator Shapleigh moved that HB 2040 be reported
favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 4
ayes, 0 nay, 0 present not voting, and 1 absent. Senator Van de
Putte moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.

At 3:39 p.m. Senator Shapleigh assumed the chair.
The chair laid out HCR 209 and recognized the Senate sponsor,
Senator Truan, to explain the bill. General Daniel James,
representing the Adjutant General's Department, testified on the
bill. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Truan moved that
HCR 209 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion

The chair laid out HCR 217 and recognized the Senate sponsor,
Senator Truan, to explain the bill. Senator Truan moved that
HCR 217 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 1 absent. Senator Truan moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HB 116 and recognized the Senate sponsor,
Senator Truan, to explain the bill. Senator Truan sent up a
committee substitute; the chair recognized Senator Truan to
explain the difference between the committee substitute and the
bill as filed. Senator Truan moved adoption of the committee
substitute; without objection, it was so ordered. General
Daniel James, representing the Adjutant General's Department,
Margaret Spinks, representing the Department of Public Safety,
and Kim Smith, representing the Department of Public Safety,
testified on the bill. Senator Truan moved that HB 116 do not
pass but that CSHB 116 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 1 absent.
At 4:02 p.m. Senator Truan resumed the chair.
Senator Van de Putte moved adoption of the minutes from the
previous hearing held on May 2, 2001; without objection, it was
so ordered.
Senator Shapleigh and Senator Van de Putte congratulated
Chairman Truan on his leadership of the Senate Veteran Affairs &
Military Installations Committee during the 77th Legislative
Session and for bringing veteran and military installation
issues to the forefront.
There being no further business, at 4:03 p.m. Senator Shapleigh
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
