MINUTES JOINT INTERIM COMMITTEE ON HEALTH SERVICES Friday, February 8, 2002 1:00 p.m. E2.030 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Joint Interim Committee on Health Services was held on Friday, Feb. 8, 2002, in the Capitol Extension, E2.030, Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Judith Zaffirini, Senate Chair Senator Steve Ogden Senator Robert Duncan Senator Eliot Shapleigh Senator Jane Nelson Representative Garnet Coleman Representative Patricia Gray, House Chair Representative Craig Eiland Representative Kyle Janek Representative Arlene Wohlgemuth ***** The Senate members were called to order by Chair Zaffirini, and the House members were called to order by Chair Gray. The hearing came convened at 1:00 p.m., and a quorum was established at 1:05 p.m. The following business was transacted: Chair Zaffirini and Chair Gray made opening remarks and welcomed members, staff and invited witnesses to the hearing. The chairs laid out the Oct. 30, 2001, minutes and called for revisions. There being none Sen. Nelson moved their approval. There being no objection, the motion prevailed by unanimous consent. The chairs called the following invited witnesses to provide oral testimony: Don Gilbert, commissioner, Health and Human Services Commission, answered questions from the committee and provided a detailed presentation regarding Medicaid and CHIP caseloads and cost projections, reimbursement rates and administration. Jim Hine, commissioner, Department of Human Services, joined Commissioner Gilbert and gave an update on the implementation of Senate Bill 43, Children's Medicaid Simplification. Judy Denton, director, Texas Works, joined Commissioners Gilbert and Hine in answering several questions from the committee. The chairs called the following public witness to provide oral testimony: Anne Dunkelberg, senior policy analyst, Center for Public Policy Priorities. With no other business to come before the committee, at 2:53 p.m. the chairs moved that the committee stand recessed subject to the call of the chairs.
