MINUTES LONG TERM CARE LEGISLATIVE OVERSIGHT COMMITTEE Wednesday, December 19, 2001 9:00 a.m. Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Long Term Care Legislative Oversight Committee was held on Wednesday, December 19, 2001, in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan Pat Karrh Senator Chris Harris Senator Mike Moncrief Representative Elliott Naishtat Representative Craig Eiland Representative Jim McReynolds Phil Elmore ***** The chair called the meeting to order at 9:06 a.m. There being a quorum present, the following business was transacted: Chairman Duncan made opening remarks and introduced the public members serving on the committee. Representative Naishtat made opening remarks. Senator Moncrief made opening remarks. Public Member Phil Elmore made opening remarks. Representative McReynolds made opening remarks. Senator Harris made opening remarks. Representative Eiland made opening remarks. Chairman Duncan laid out the interim rules for the Long Term Care Legislative Oversight Committee and called for revisions. There being none, Senator Moncrief moved their approval. There being no objection, the rules were adopted by unanimous consent. Chairman Duncan reviewed the tentative schedule for interim hearings. Chairman Duncan called invited witnesses to brief the committee members. The following persons provided oral testimony: Dr. Steve Murdock, Director, Texas State Data Center, provided an overview and answered questions concerning the demographic trends facing the elderly population in Texas. Deborah Fulton, Texas Legislative Council, presented a summary and answered questions regarding Senate Bill 1839, the omnibus long term care legislation passed during the Regular 77th Legislative Session. Nancy Millard and Mike Leo, Legislative Budget Board, answered questions and spoke briefly about funding for long term care programs. Don Warren, Texas Legislative Council, gave an overview of the proposed interim research projects. Chairman Duncan created a working group to investigate and determine research projects for the committee. The working group is to report to the committee recommended research projects at the next hearing. The members of the working group are: Phil Elmore - chair Senator Moncrief Representative Eiland Representative McReynolds. Senator Moncrief requested Deborah Fulton, Texas Legislative Council, return to the witness table for an additional question regarding certain provisions of Senate Bill 1839.
