         Pursuant to a notice posted on March 26, 2002, the Joint Select  
         Committee on Public School Finance met in a public hearing and  
         was called to order by the chair, Senator Bivins, at 9:11 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Senator Bivins; Representative Sadler; Caperton, Kent;  
                   Davis, Will; Foster, Craig; Representative Grusendorf;  
                   Representative Hochberg; Olson, Lyndon; Senator  
                   Shapiro; Representative Smith; Thompson, David;  
                   Senator Van de Putte (12). 
          
         Absent:   Representative Dutton; Senator Ogden; Representative  
                   Oliveira; Senator Shapleigh; Stiles, Mark; Senator  
                   West, Royce (6). 
          
         A quorum was present. 
          
         Representative Sadler moved that the minutes from the previous  
         committee meeting be adopted.  The motion prevailed without  
         objection.

         (Representative Dutton now present.) 
          
         (Senator Ogden now present.) 
          
         (Senator Shapleigh now present.) 
          
         At 12:20 p.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 p.m., April 3, 2002. 
          
         The committee reconvened at 1:00 p.m. and was called to order by  
         the chair, Senator Bivins. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 2:40 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
