regarding the following agencies appropriations:

* Trusteed Programs within the Office of the Governor
* Comptroller of Public Accounts
* Comptroller of Public Accounts Fiscal Programs
* Social Security Contributions and Benefit Replacement Pay
* Texas Department of Agriculture
