To Consider the Following:


Interim Charge #3:  "Review differences in quality, admissions policies,
resources and mission between rural and urban institutions of higher
education and between community colleges and four-year institutions.
Determine whether such differences warrant different performance
measures in areas such as retention and graduation rates, faculty
workload and funding formulas."


Interim Charge #6:  "Review the effects on higher education attendance
rates, degree availability, graduation rates and facilities ten years after
the beginning of the South Texas/Border Initiative."
