Conduct an extensive review of access to programs and treatment options for
mental illness and substance abuse. Identify barriers to access and any
gaps in existing programs.

The Committee will hear invited testimony only. Public testimony will be
heard the following day, June 26th, beginning at 10:00 a.m.
