Amend CSHB 3 by adding the following appropriately numbered 
ARTICLE and by renumbering the existing ARTICLES as appropriate:

	SECTION ____.  Subchapter A, Chapter 141, Election Code, is 
amended by adding Section 141.005 to read as follows:
	Sec. 141.005.  ELIGIBILITY OF CERTAIN LEGISLATORS FOR 
CONGRESS.  At the first election that implements a law enacted by 
the legislature that establishes or changes the composition of 
districts used to elect members to the United States House of 
Representatives from Texas, a member of the legislature is not 
eligible to be a candidate for election to the United States House 
of Representatives from any district established or altered by that 
law.
