Amend HB 12 by adding the following appropriately numbered 
ARTICLE to the bill and renumbering the remaining ARTICLES of the 
bill as appropriate:

ARTICLE ____. DEDICATION OF REVENUE
	SECTION __.01.  Notwithstanding House Bill No. 3318, Acts of 
the 78th Legislature, Regular Session, 2003:
		(1)  the sign contract fee revenue collected under 
House Bill No. 3330, Acts of the 78th Legislature, Regular Session, 
2003, and dedicated to the state highway fund by operation of 
Section 391.096, Transportation Code, is rededicated to the state 
highway fund; and
		(2)  the permit fee revenue collected under and 
dedicated to the state highway fund by Senate Bill No. 20, Acts of 
the 78th Legislature, Regular Session, 2003, is rededicated to the 
state highway fund for the purposes prescribed by Senate Bill No. 
20.
	SECTION __.02.  This article takes effect immediately if 
this Act receives a vote of two-thirds of all the members elected to 
each house, as provided by Section 39, Article III, Texas 
Constitution. If this Act does not receive the vote necessary for 
immediate effect, this article takes effect November 1, 2003.
