Amend HB 51 as follows:                                                      

(1)  On page 1, strike lines 7-19 and substitute the 	following:              
	SECTION 2.  COMPOSITION.  (a)  The select committee is 
composed of:          
		(1)  three members appointed by the governor;                                 
		(2)  three members of the senate appointed by the 
lieutenant  governor; and 
		(3)  three members of the house of representatives 
appointed by the speaker of the house of representatives.
	(2)  On page 1, line 23, strike "November 15, 2003" and 
substitute "January 15, 2004".
	(3)  On page 1, between lines 23 and 24, insert the 
following:               
	(c)  The governor shall designate one member of the select 
committee to serve as the presiding officer of the committee.
	(4)  On page 2, line 21, strike "achievements" and substitute 
"performances".
	(5)  On page 2, between lines 26 and 27, insert the 
following:               
	(a-1)  The Legislative Budget Board, the comptroller, and 
the state auditor shall comply with requests for assistance from 
the select committee as necessary to assist the committee in 
performing the committee's duties under this Act.
	(6)  On page 3, line 5, strike "impact caused by higher 
turnover rates,".    
	(7)  On page 3, between lines 6 and 7, insert the following:                   
	(b-1)  The presiding officer of the select committee shall 
instruct the members of the committee that in analyzing the issues 
described by Subsection (a) of this section, the members if 
possible shall compare the past and the predicted performances of 
private contractors with the past and predicted performances of the 
Texas Department of Criminal Justice.
	(8)  On page 3, line 19, strike "November 1" and substitute  
"December 1".   
	(9)  On page 4, line 11, strike "November 15, 2003", and 
substitute "January 31, 2004".
	(10)  On page 4, line 15, strike "November 30" and substitute 
"December 31".
