Amend HB 53 on page 1 by striking lines 20-23 and substituting 
the following:
	(c) This section does not apply to:                                     
		(1) a state agency that is headed by one or more 
statewide-elected officials;
		(2) an entity that advises or reports to a state agency 
headed by one or more statewide-elected officials;
		(3) a river authority whose governing body is elected; 
or            
		(4) a junior college district.
