Amend HB 62 in SECTION 2 of the bill, on page 7, between lines 23 and 24, by inserting the following: (f) This section does not apply to a capital expenditure for a state facility purpose that requires expeditious action to: (1) prevent a hazard to life, health, safety, welfare, or property; or (2) avoid undue additional cost to the state.
