Amend HB 63 on page 1 by striking the sentences that begin on 
lines 11 after the period before "This" and 15 and substituting the 
following:

This subsection applies:                                               
		(1)  only if an emergency or public necessity exists 
within the meaning of Section 551.045(b);
		(2)  only for purposes of constituting a quorum or 
voting or for any other purpose allowing a member of the board to 
otherwise fully participate in the meeting of the board; and
		(3)  without regard to the subject of the emergency or 
public necessity considered at the meeting.
