Amend HB 64 by inserting the following appropriately numbered 
SECTION and renumbering SECTIONS of the bill appropriately:
	SECTION ___.  Contingent on the personal needs allowance 
under Section 32.024(w), Human Resources Code, being set in an 
amount that exceeds $45, amounts deposited to the general revenue 
fund under Section 72.101(c), Property Code, as added by this Act, 
during the state fiscal biennium beginning September 1, 2003, in an 
amount not to exceed $6.5 million, are appropriated to the Health 
and Human Services Commission for the state fiscal biennium 
beginning September 1, 2003, for the sole purpose of increasing the 
personal needs allowance to an amount that exceeds $45.
