Amend CSHB 82, in SECTION 18, as follows:                                    
	(1)  On page 5, line 24, strike "and".                                         
	(2)  On page 5, line 31, strike the period and substitute "; 
and".           
	(3)  On page 5, between lines 31 and 32, insert the 
following:               
"(5)  notwithstanding subsection (1), facilities 
formerly operated by the State Aircraft Pooling Board located at 
the site of the former Robert Mueller Municipal Airport are not 
transferred to the Texas Department of Transportation and may not 
be sold or in any way conveyed to the department unless the General 
Land Office cannot reach a reasonable agreement with either the 
City of Austin, Travis County, or a current lessee of the facilities 
for the purchase of said facilities by a date no later than 
September 1, 2005.  This property may not be sold for less than the 
amount contained in the current market value assessment of the 
property that shall be made by the General Land Office."
