Amend CSHB 82 on third reading in SECTION 18, as follows:                    
	(1)  On page 5, line 24, strike "and".                                         
	(2)  On page 5, line 31 strike the period and substitute ";".                  
	(3)  On page 5, between lines 31 and 32, insert the 
following:               
		"(5)  notwithstanding any other law, including the 
provisions of this section, the General Land Office shall sell to 
department for fair market value the property limited to 
approximately 3 acres formerly operated by the State Aircraft 
Pooling Board located at the site of the former Robert Mueller 
Airport.  The department may only:
			(a)  use the property for purposes consistent with 
the operation of an Intelligent Transportation System, except as 
agreed to by the City of Austin and Travis County; and
			(b)  lease any unneeded portion of the property 
under Subchapter C, Chapter 202, Transportation Code, if the lease 
is agreed to by the City of Austin and Travis County; and
		(6)  for purposes of this section, "Intelligent 
Transportation System" means a traffic management system designed 
to enhance the efficiency and safety of the transportation system 
in the Austin regional area through the remote monitoring and 
broadcasting of traffic information.  "Intelligent Transportation 
System" does not include the maintenance of vehicles, fuel storage, 
or storage of vehicles."
