Amend CSSB 10 as follows:                                                    

(1)  In SECTION 1 of the bill, strike the heading to added 	Section 25.0020, Government Code, and substitute "RIGHTS, DUTIES, 
AND PROCEDURES IN CONDEMNATION PROCEEDINGS IN CERTAIN POPULOUS 
COUNTIES".
	(2)  In SECTION 1 of the bill, in added Subsection (b), 
Section 25.0020, Government Code, immediately following the first 
sentence, insert:

If an eminent domain case is pending in a county court at law and the 
judge of the court determines that the case involves an issue of 
title or any other matter that cannot be fully adjudicated in that 
court, the judge shall transfer the case to a district court.
	(3)  In SECTION 1 of the bill, in added Subsection (c), 
Section 25.0020, Government Code, strike "may" and substitute 
"shall".
	(4)  In SECTION 1 of the bill, strike added Subsection (d), 
Section 25.0020, Government Code, and substitute the following:
	(d)  District and county clerks shall jointly assign an equal 
number of eminent domain cases in rotation to each court with 
jurisdiction to hear the proceedings.
	(5)  In SECTION 1 of the bill, in added Subsection (e), 
Section 25.0020, Government Code, immediately following the first 
sentence, insert:

A proceeding tried under this subsection must follow the practices 
and procedures prescribed in Section 25.0007.
