Amend SB 21 (house committee printing) as follows:                           
	(1)  In SECTION 33 of the bill, in amended Subsection (a), 
Section 11.28, Article IX, HB 1, Acts of the 78th Legislature, 
Regular Session, 2003 (the General Appropriations Act) (page 24, 
lines 5-6), strike "[provided by] subsection (b) of this section." 
and substitute "[provided by subsection (b) of] this section.".
	(2)  Following SECTION 33 of the bill (page 24, between lines 
6 and 7), insert the following new SECTION, appropriately numbered, 
and renumbering subsequent SECTIONS of the bill accordingly:
	SECTION _____.  Section 11.28, Article IX, HB 1, Acts of the 
78th Legislature, Regular Session, 2003 (the General 
Appropriations Act), is amended by adding Subsection (c) to read as 
follows:
	(c)  In addition to the priorities established by Subsection 
(b) of this section, it is also a priority of the legislature that 
the plan provide funding for the state child health plan, Goal C of 
the appropriations to the Health and Human Services Commission 
(insure children), to provide necessary and appropriate short-term 
evaluative or crisis intervention mental health services and 
services for the treatment of serious mental illness.
