Amend SB 21, on page 24, line 6, after the word "section.", 
insert the following:
	"Notwithstanding this section or any other state law or 
provision authorizing the transfer of funds, federal funds received 
for the purpose of providing state fiscal relief may not be used to 
increase funding for economic development activities, including 
the expansion of the Texas Enterprise Fund or any other program 
which provides business incentives for economic development 
purposes."
