Amend CSSB 55 by adding the following appropriately numbered 
section and renumbering subsequent sections accordingly:
	SECTION ___.  Section 5.755(b), Water Code, is amended to 
read as follows:   
	(b)  The strategically directed regulatory structure shall 
offer incentives based on:
		(1)  a person's compliance performance [history 
classification]; and
		(2)  any voluntary measures undertaken by the person to 
improve environmental quality.
