H.B. 66 78(1) BILL ANALYSIS H.B. 66 By: Gallego Government Reform Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, there is a qualification in the Government Code that states that not more than one member of the Texas Veterans Commission can be from a Senatorial District composed of a single county. H.B. 66 deletes this qualification in the interest of allowing commission member eligibility for persons living in areas of high veteran concentration and maintaining the current composition of the Texas Veterans Commission. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Amends Section 434.003(c), Government Code, by striking the qualification in the Government Code that states that not more than one member of the Texas Veterans Commission can be from a Senatorial District composed of a single county. EFFECTIVE DATE November 1, 2003.
