DIGEST AND PURPOSE 

As proposed, S.B. 54 sets forth the appropriation of certain lobby
registration fees. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Provides that the additional revenue generated by the increase
in the amount of certain lobby registration fees under Section 305.0064,
Government Code, as added by H.B. 1606, Acts of the 78th Legislature,
Regular Session, collected during the state fiscal biennium beginning
September 1, 2003, by the Texas Ethics Commission (TEC) is appropriated to
TEC for the state fiscal biennium beginning September 1, 2003, for the
development and implementation of the electronic filing system for
lobbyists, as required by Section 305.0064.  

SECTION 2.  Effective date:  upon passage or on the 91st day after the
last day of the legislative session.
