A BILL TO BE ENTITLED

AN ACT

relating to making an appropriation to The University of Texas 
Health Science Center at San Antonio for the purpose of supporting 
the Regional Academic Health Center.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  In addition to other amounts appropriated to The 
University of Texas Health Science Center at San Antonio for all or 
part of the state fiscal biennium beginning September 1, 2003, for 
the purpose of supporting the Regional Academic Health Center, the 
amount of $9 million is appropriated out of the general revenue fund 
to The University of Texas Health Science Center at San Antonio for 
the state fiscal biennium beginning September 1, 2003, for the 
purpose of supporting the Regional Academic Health Center  
established under Section 74.611, Education Code, to serve the 
Lower Rio Grande Valley.
	SECTION 2.  This Act takes effect September 1, 2003, if it 
receives a vote of two-thirds of all the members elected to each 
house, as provided by Section 39, Article III, Texas Constitution.  
If this Act does not receive the vote necessary to take effect on 
that date, this Act takes effect November 1, 2003.
