A BILL TO BE ENTITLED

AN ACT

relating to an appropriation to The University of Texas Health 
Science Center at San Antonio to support the Regional Academic 
Health Center.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  (a)  In addition to other amounts appropriated 
for the state fiscal year beginning September 1, 2003, the amount of 
$10,721,071 is appropriated out of the general revenue fund to The 
University of Texas Health Science Center at San Antonio for 
operational costs of the Regional Academic Health Center programs 
in Harlingen and the research division of the center in Edinburg.
	(b)  In addition to other amounts appropriated for the state 
fiscal year beginning September 1, 2004, the amount of $8,440,541 
is appropriated out of the general revenue fund to The University of 
Texas Health Science Center at San Antonio for operational costs of 
the Regional Academic Health Center in Harlingen and the research 
division of the center in Edinburg.
	SECTION 2.  This Act takes effect September 1, 2003, if it 
receives a vote of two-thirds of all the members elected to each 
house, as provided by Section 39, Article III, Texas Constitution.  
If this Act does not receive the vote necessary to take effect 
September 1, 2003, this Act takes effect November 1, 2003.
