A BILL TO BE ENTITLED

AN ACT

relating to the validation of certain Texas Commission on 
Environmental Quality rules regarding general permits related to 
the protection of water quality.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Rules adopted by the Texas Commission on 
Environmental Quality under Section 26.040, Water Code, before the 
effective date of this Act are validated as of the dates they were 
adopted and remain valid until they are modified or repealed by the 
commission.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect on the 91st day after the last day of the 
legislative session.
